  3. Founding Principles

    Horseracing is a sport that is popular all over the world.
    It is a global activity that, by its very nature, transcends the limitations of national frontiers.
    It is therefore essential that global interaction and exchanges of information exist across all aspects of horseracing -- from exchanges of technology on breeding and rearing, to the convening of international horseracing meetings.

    Horseracing in Japan has achieved a very rapid growth in recent years, and is at last catching up with the more advanced horseracing nations of the West.
    Nevertheless, there continues to be an increasing need in Japan for interchange with other countries into the future.
    The horseracing circles in Japan encompasses a large number of organizations. Until now, each of these have made its own approaches to international issues separately. As a result, there tends to be a lack of uniformity and consistency in our international approach.

    Thus, with the aim of developing the Japanese horseracing industry as a whole by promoting further international exchanges and adopting a harmonious, consistent approach, this Association was established as a public foundation that will contribute to the public interest, with donations of basic funds from the Japan Racing Association (JRA), the National Association of Racing (NAR) and others, under the provisions of Article 34 of the Civil Code of Japan.

  4. Purpose

    The purpose of the Association shall be to promote mutual understanding with other countries and foster human resources in Japan and abroad by comprehensively and actively promoting international exchanges of information and technology on horseracing and industries related to horseracing, and thereby to contribute to the growth of horseracing and industries related to horseracing in Japan.

  5. Business Activities
    1. Gathering and provision of information on horseracing overseas.
    2. Provision of information on Japanese horseracing to other countries.
    3. Promotion and support for technical exchanges between horseracing-related personnel in Japan and overseas.
    4. Promotion and support for international exchange events related to horseracing.
    5. Participation and support for the convening of international conferences on horseracing.
    6. Other activities which are necessary to fulfil the goals of the Association.
